Given by: the exiles' confession, voiced through Baruch. Given to: the people of God — and the reader whom God is drawing to repentance.

To exiles far from land and temple, Baruch confesses that even their turning to God is His own doing — He has set His fear within them so they will call on His name and praise Him in captivity.

Because for this end thou hast put thy fear in our hearts, to the intent that we should call upon thy name, and praise thee in our captivity, for we are converted from the iniquity of our fathers, who sinned before thee.

Recognise that God Himself has put His fear in your heart so that you would call on His name, praise Him, and turn from the sins of the past.
