Samuel is examining Jesse's sons to find the next king. Eliab looks like a king (tall, handsome), but God rejects him. Spoken by YHWH to Samuel.

Saul was tall and handsome, and he failed. God was done with 'tall kings'. He wanted a 'heart king'. Torah connection: Deuteronomy 10:17 (God shows no partiality). The Pharisaic distortion: Whitewashed tombs focused on exterior.

But Yahweh said to Samuel, “Don’t look on his face, or on the height of his stature, because I have rejected him; for I don’t see as man sees. For man looks at the outward appearance, but Yahweh looks at the heart.”
