The people wanted to kill the Gibeonites when the fraud was discovered. The leaders refused because they had sworn an oath by YHWH. Spoken by Princes of the Congregation to Israel.

Breaking the oath would bring 'wrath upon us'. God's name was attached to the promise. Torah connection: Numbers 30:2. The Pharisaic distortion: Swearing by the temple vs gold of temple (Matt 23).

But all the princes said to all the congregation, “We have sworn to them by Yahweh, the God of Israel. Now therefore we may not touch them. We will do this to them, and let them live; lest wrath be on us, because of the oath which we swore to them.”
