Given by: the Lord, the Most High, in His closing decree within Enoch's vision, looking past the deluge to the renewed earth of 10:17-22, when 'all nations shall offer adoration' and the earth is cleansed for ever. Given to: Michael the archangel.

Purity language did heavy moral work in the ancient world: to call oppression 'uncleanness wrought upon the earth' declared that injustice defiles the very ground — a conviction as old as Cain's field — and that God's holiness cannot leave it unwashed.

And cleanse thou the earth from all oppression, and from all unrighteousness, and from all sin, and from all godlessness: and all the uncleanness that is wrought upon the earth destroy from off the earth.

God's final charge to Michael: cleanse the earth from all oppression, unrighteousness, sin and godlessness. A principle card: God wills a wholly clean creation — and oppression heads His list of what must go.
