Given by: Enoch, in his epistle, opening his great meditation on the fear of God. Given to: the children of heaven — all humanity, whom he then points to the sea and its sailors: they fear the waves, yet sinners fear not the Most High.

For ancient audiences the sea was raw, ungovernable power, and sailors the proverbial men who lived at its mercy. Enoch enlists them as teachers: their well-founded fear of the waves shames the sinner's baseless fearlessness before the waves' Maker.

Observe the heaven, ye children of heaven, and every work of the Most High, and fear ye Him and work no evil in His presence.

A threefold command: observe the heaven and every work of the Most High; let that contemplation produce the fear of Him; and, standing always in His presence, work no evil.
