Given by: Enoch, in his epistle of assurance to the afflicted. Given to: the righteous who have been plundered under unjust rulers and their accomplices.

Chapter 103 has just recorded the complaint that earthly rulers ignored the cries of the oppressed and even helped the robbers; against courts that would not listen, Enoch points the plundered to the one Judge who always hears.

And in your cry, cry for judgement, and it shall appear to you; for all your tribulation shall be visited on the rulers, and on all who helped those who plundered you.

When the oppressed righteous cry out, they are to cry to God for judgement — and it will appear, for every tribulation will be visited on the rulers and on all who helped the plunderers.
