Given by: Enoch, in his epistle of assurance. Given to: the righteous who watch sinners growing strong and prospering in their ways.

In Enoch's world the strong prospered precisely by plunder and patronage; joining their circle was the obvious route to safety and wealth, which is why the command to keep afar had real economic and social cost.

And now fear not, ye righteous, when ye see the sinners growing strong and prospering in their ways: be not companions with them, but keep afar from their violence; for ye shall become companions of the hosts of heaven.

Three commands in one breath: do not fear when sinners grow strong and prosper, do not become their companions, and keep far from their violence — for the righteous are destined for better company: the hosts of heaven.
