Given by: a voice in Enoch's dream-vision at the waters of Dan, after he had written out the fallen Watchers' petition for forgiveness. Given to: Enoch, who must return and reprimand the very beings who asked him to intercede.

Written petitions read before a king were the ancient world's formal channel of appeal; Enoch acts as advocate before the Lord of heaven, and the dream-vision is the throne room's reply — a refusal he must carry back word for word.

And behold a dream came to me, and visions fell down upon me, and I saw visions of chastisement, and a voice came bidding (me) I to tell it to the sons of heaven, and reprimand them.

As Enoch reads the Watchers' petition, a dream-vision comes with a clear charge: tell the sons of heaven what you have seen, and reprimand them. The intercessor must also be an honest reporter of God's answer — even when the answer is no.
