Chains and the pit were the ancient image of a defeated rebel king's fate. Readers crushed by empires heard in this vision that the true Emperor had already commissioned the irons for every power that terrorised them.

And he said unto me: ‘These are being prepared for the hosts of Azâzêl, so that they may take them and cast them into the abyss of complete condemnation, and they shall cover their jaws with rough stones as the Lord of Spirits commanded.

In the vision of the deep valley, iron chains of immeasurable weight are being prepared for the hosts of Azâzêl at the command of the Lord of Spirits. Evil's binding is not wishful thinking — it is commanded, prepared, and certain.
