Given by: Enoch, recounting the third Parable concerning the righteous and elect; the command is what 'shall be said' by heaven's voice to the holy. Given to: the holy in heaven — and, through the Parable, to the righteous and elect who read it.

For communities enduring long darkness, the Parable's promise that 'the darkness is past' and its call to seek righteousness's secrets turned survival into pilgrimage: the oppressed were recast as heirs searching out their estate.

And after this it shall be said to the holy in heaven That they should seek out the secrets of righteousness, the heritage of faith: For it has become bright as the sun upon earth, And the darkness is past.

In the third Parable's vision of the age of light, even the holy in heaven are told to seek out the secrets of righteousness — the heritage of faith. Righteousness is a treasure to be actively sought, and faith an inheritance to be claimed.
