Given by: the Lord of the sheep (God), within the symbolic Animal Apocalypse vision, completing the scribe's commission. Given to: the heavenly scribe, who is forbidden to warn the seventy shepherds and restricted to recording and reporting. A divine order to an angel in a vision — the judicial silence belongs to God's courtroom design, not to human dealings; the transferable duty is faithfulness within the limits of one's own office.

Ancient legal process depended on impartial witnesses whose testimony was untouched by the parties; the vision assures an oppressed community that heaven's witness against their rulers is exactly of this kind — complete, individual and incorruptible, awaiting the appointed day of trial.

But they shall not know it, and thou shalt not declare it to them, nor admonish them, but only record against each individual all the destruction which the shepherds effect each in his time and lay it all before me.’

The heavenly scribe is bound to his exact office: not to warn or admonish the shepherds, but only to record each one's deeds and lay the whole account before God — some servants are called to witness faithfully and leave the verdict entirely to Him.
