Given by: the Lord of the sheep (God), enthroned in judgement at the climax of the Animal Apocalypse vision, after the sealed books are opened. Given to: the scribe-angel, one of the seven first white ones (archangels), ordered to arrest the seventy shepherds for trial. A divine order to an archangel in a symbolic vision — carded as a revelation of God's justice, not a human duty of seizure.

For communities crushed by successive empires, the deepest question was whether their overseers would ever answer for the blood; the vision replies with an arrest warrant issued from the throne itself — the shepherds are taken, bound and judged before the flock they abused.

And He said to that man who wrote before Him, being one of those seven white ones, and said unto him: ‘Take those seventy shepherds to whom I delivered the sheep, and who taking them on their own authority slew more than I commanded them.’

At the great courtroom scene the Lord of the sheep orders the arrest of the seventy shepherds — the charge read against them is exact: acting 'on their own authority' they went beyond what He commanded. Delegated power is finally audited.
