Given by: Enoch, in his epistle to the generations to come, immediately after weeping over the sinners. Given to: the righteous who will live under the power of oppressors.

Written for communities living under the heel of the wealthy and violent, who asked whether God saw their suffering. The epistle answers with repeated woes on the oppressors and repeated 'fear not' commands to the faithful.

Fear not the sinners, ye righteous; For again will the Lord deliver them into your hands, That ye may execute judgement upon them according to your desires.

The righteous under oppression are commanded not to be terrorised by sinners: the Lord Himself will overturn the present imbalance of power, and the persecuted will stand on the side of His judgement.
