Given by: Enoch, in his epistle to the generations to come. Given to: the righteous enduring the days of the sinners' power.

The epistle's first hearers were the poor and devout of a society ruled by the violent rich. Hope was their scarcest resource, so the text issues it as a command backed by heaven's certainty.

Be hopeful, ye righteous; for suddenly shall the sinners perish before you, And ye shall have lordship over them according to your desires.

Hope is commanded, not merely wished: the righteous under oppression are to keep a hopeful heart, because the reign of the wicked will end suddenly and the faithful will be vindicated.
