Given by: Enoch, in his epistle. Given to: the righteous, as the sinners' prosperity tempts them to doubt that judgement will ever come.

The chapter goes on to picture the prayers of the righteous rising as evidence, and the words of the unrighteous read out before the Great Holy One — a courtroom the oppressed could not see but were commanded to count on.

Believe, ye righteous, that the sinners will become a shame And perish in the day of unrighteousness.

The righteous are commanded to believe — as a settled inner conviction — that the triumph of sinners is temporary: they will come to shame and perish in the day of judgement.
