In a world where few could write, the written word carried borrowed authority — contracts, decrees and teachings shaped lives wholesale. The epistle holds writers to account for every life their words bend toward godlessness.

Woe to you who write down lying and godless words; for they write down their lies that men may hear them and act godlessly towards (their) neighbour.

A woe against those who put lies into writing: written falsehood multiplies, leading its hearers to act godlessly toward their neighbours. The implied duty is strict truthfulness in everything one publishes.
