Given by: Enoch, in his epistle, amid woes on the godless and a prophecy of days of unceasing bloodshed. Given to: the righteous, as their appointed liturgy for times of trial.

The image is judicial: a memorial and a testimony are formal instruments of remembrance and evidence. In 1 Enoch the angels carry the prayers of the righteous upward — the persecuted community's alternative to courts they could never win in.

In those days make ready, ye righteous, to raise your prayers as a memorial, And place them as a testimony before the angels, That they may place the sin of the sinners for a memorial before the Most High.

In days of violence the righteous are commanded to prepare their prayers deliberately — raising them as a memorial and placing them as testimony before the angels, so that the sins of the oppressors are remembered before the Most High.
