Given by: God to Moses on Sinai, looking past Israel's exile to their wholehearted return. Given to: Moses, for every scattered generation that would one day turn and seek.

For a scattered people living 'amongst the Gentiles', return seemed politically impossible; the promise made it a matter of the heart first — God gathers those who turn, wherever empire has put them.

And after this they will turn to Me from amongst the Gentiles with all their heart and with all their soul and with all their strength, and I will gather them from amongst all the Gentiles, and they will seek me, so that I shall be found of them, when they seek me with all their heart and with all their soul.

Beyond the foretold ruin stands a promise: those who turn back and seek God with all their heart and soul will find that He lets Himself be found — and gathers them home.
