Given by: the Lord on Sinai, concluding His speech to Moses with the vision of His universal manifestation. Given to: Moses, for a people called to know now what all shall know then.

Written under foreign empires whose kings demanded visible homage, the promise that the true King would one day 'appear to the eyes of all' told an oppressed people which throne was permanent — and whose city would in the end be holy.

And the Lord will appear to the eyes of all, and all shall know that I am the God of Israel and the Father of all the children of Jacob, and King on Mount Zion for all eternity. And Zion and Jerusalem shall be holy.'

The story's horizon: God will appear to the eyes of all, and every creature will know Him as God, Father and eternal King. The duty is to live now in the knowledge that will then be universal.
