Given by: God to Moses on Mount Sinai, as He begins the revelation the book records. Given to: Moses as covenant scribe — and through the book he writes, to every later generation who reads it.

In an age of oral transmission, committing covenant words to a book was a solemn legal act; the written scroll stood as a permanent witness that could not be silenced by a faithless generation.

And He said: 'Incline thine heart to every word which I shall speak to thee on this mount, and write them in a book in order that their generations may see how I have not forsaken them for all the evil which they have wrought in transgressing the covenant which I establish between Me and thee for their generations this day on Mount Sinai.

God commands whole-hearted attention to every word He speaks, and its preservation in writing — so that later generations may see His faithfulness outlasting their failure.
