Given by: God to Moses on Sinai, foretelling what Israel will finally admit after apostasy and exile have run their course. Given to: Moses, for the generations who will one day look back on their history.

Ancient covenant lawsuits ended with a verdict on who had kept faith; here God announces the verdict generations early — His people themselves will be the ones to declare Him righteous and themselves in the wrong.

And thus it will come to pass when all these things come upon them, that they will recognise that I am more righteous than they in all their judgments and in all their actions, and they will recognise that I have been truly with them.

When judgment falls, God's people will come to two recognitions: that He was more righteous than they in every dispute, and that He was truly with them all along.
