Given by: the angel of the presence to Moses on Sinai, charging that the covenant be observed for all generations. Given to: Israel through Moses, and to all entrusted with passing faith to those who follow.

Written to a generation tempted to let its covenant identity dissolve among the nations, the book insists that faithfulness be commanded and observed down the generations, lest the people be rooted out of the land.

And do thou command the children of Israel and let them observe the sign of this covenant for their generations as an eternal ordinance, and they will not be rooted out of the land. For the command is ordained for a covenant, that they should observe it for ever among all the children of Israel.

God charges that covenant faithfulness be taught and kept in every generation — handed on so that the people are not uprooted but endure in Him.
