Given by: the angel of the presence to Moses on Sinai, describing a generation torn by strife because it forgot God's law. Given to: Moses, and through him to a people warned to remember.

The book, deeply concerned with sacred time, lists feasts, months, Sabbaths and jubilees together as the framework a faithful people forgets at its peril; their neglect is portrayed as the seedbed of a society at war with itself.

And they shall strive one with another, the young with the old, and the old with the young, the poor with the rich, the lowly with the great, and the beggar with the prince, on account of the law and the covenant; for they have forgotten commandment, and covenant, and feasts, and months, and Sabbaths, and jubilees, and all judgments.

A generation at war within itself, because it has forgotten God's commandment, covenant and appointed times — a warning whose implied duty is to remember them.
