Levi received no tribal land; the tithe was the priesthood's whole livelihood. A community that withheld it starved its own worship — as Nehemiah found when the Levites had fled to their fields and the house of God was forsaken.

And all the tithes of the oxen and sheep shall be holy unto the Lord, and shall belong to his priests, which they will eat before Him from year to year; for thus is it ordained and engraven regarding the tithe on the heavenly tablets.

All the tithes of oxen and sheep are declared holy to the Lord and given to His priests — those who serve at God's altar are to live from what God's people set apart.
