Given by: the angel of the presence to Moses on Sinai, concluding the purity laws. Given to: Israel through Moses — words to be told to the whole people so they may hear, observe and be on their guard.

For a people whose hold on the land was tied to covenant faithfulness, 'rooted out of the land' was not rhetoric but remembered history; the book writes after exile had already proved the warning true once.

And tell them these words of the covenant, that they may hear and observe, and be on their guard with respect to them, and not be destroyed and rooted out of the land; for an uncleanness, and an abomination, and a contamination, and a pollution are all they who commit it on the earth before our God.

The words of the covenant are to be told, heard, observed — and watched over, so that the people are not destroyed and rooted out of the land.
