Given by: the angel of the presence to Moses on Sinai, recalling how Enoch testified against the fallen Watchers. Given to: Moses, and through him to Israel, as an example of fearless witness against exalted evil.

In the Enochic tradition the Watchers were awesome heavenly beings; that a mortal man testified against them dramatises the duty to confront evil in the highest places rather than defer to power.

And he testified to the Watchers, who had sinned with the daughters of men; for these had begun to unite themselves, so as to be defiled, with the daughters of men, and Enoch testified against (them) all.

Enoch testifies against the sin of the Watchers themselves — exalted, powerful beings. Have the courage to testify against wrong even when the wrongdoers are mighty.
