Given by: the angel of the presence to Moses on Sinai, describing how the angels announce before God all sin done anywhere. Given to: Moses, and through him to Israel, that they might live conscious of God's all-seeing knowledge.

Against pagan notions of gods who could be evaded or deceived, the book proclaims a God before whom angels report every deed, and from whom neither heaven nor earth nor darkness can conceal a sin.

And for this reason we announce when we come before the Lord our God all the sin which is committed in heaven and on earth, and in light and in darkness, and everywhere.

No sin is hidden from God; the angels report all that is done in light and darkness alike. Live as one who is fully seen, in secret as in the open.
