In an agrarian world at the mercy of the Nile's flood and the rains, a failed harvest meant mass death; centralised grain-storage under a trusted administrator was the difference between survival and ruin for an entire people.

And now let Pharaoh appoint overseers in all the land of Egypt, and let them store up food in every city throughout the days of the years of plenty, and there will be food for the seven years of famine, and the land will not perish through the famine, for it will be very severe.'

Warned of coming famine, Joseph counsels prudent foresight: gather food in the years of plenty so the land does not perish when the lean years come.
