God had once told Abraham's line to stay in the land; Jacob's fear of leaving it for Egypt was a real spiritual question, and his waiting for a vision reflects the patriarchs' practice of seeking divine direction at crossroads.

And Jacob remembered the dream that he had seen at Bethel, and he feared to go down into Egypt. And while he was thinking of sending word to Joseph to come to him, and that he would not go down, he remained there seven days, if perchance he could see a vision as to whether he should remain or go down.

Torn over whether to go down to Egypt, Jacob waits seven days seeking a vision from God — refusing to presume, and waiting on divine guidance before a life-changing choice.
