Given by: the angel of the presence to Moses on Sinai, describing God as the righteous judge who cannot be bribed or swayed by status. Given to: Moses, and through him to Israel, as the pattern for their own dealings.

In ancient courts gifts and status routinely bent justice; the book proclaims a God who cannot be bought and calls His people to the same incorruptible dealing that set them apart from surrounding practice.

And He is not one who will regard the person (of any), nor is He one who will receive gifts, if He says that He will execute judgment on each: if one gave everything that is on the earth, He will not regard the gifts or the person (of any), nor accept anything at his hands, for He is a righteous judge.

God shows no partiality and takes no bribe, for He is a righteous judge. Deal with others by that same impartial righteousness — no favouritism, no bribe, no respect of persons.
