Given by: the angel of the presence to Moses on Mount Sinai, in the book's closing sabbath code. Given to: Moses, for Israel and its priesthood — the sanctuary's offerings alone are exempted from the day's cessation.

In the Second Temple world the sabbath was the sanctuary's busiest day — extra offerings, the shewbread renewed, the courses of priests at work; the people rested precisely so that the Godward service could stand at the centre of their week.

This work alone shall be done on the Sabbath-days in the sanctuary of the Lord your God; that they may atone for Israel with sacrifice continually from day to day for a memorial well-pleasing before the Lord, and that He may receive them always from day to day according as thou hast been commanded.

One work does not cease on the day of rest: worship. In the sanctuary, sacrifice and atonement continue — the sabbath stops human labour so that what is offered to God may go on.
