Given by: the angel of the presence to Moses on Mount Sinai, closing the book's whole revelation with the laws of sabbaths and jubilees. Given to: Moses, for Israel as they prepare to possess the land. The book ties this to its own distinct reckoning of year-weeks and jubilees; the enduring charge is the rhythm of rest itself.

In an agrarian world the demand to let fields rest was a costly act of trust; Jubilees, written for Jews under Hellenistic pressure, roots that trust in Sinai itself — the land belongs to God, and even its years move to His rhythm.

And I told thee of the Sabbaths of the land on Mount Sinai, and I told thee of the jubilee years in the sabbaths of years: but the year thereof have I not told thee till ye enter the land which ye are to possess. And the land also shall keep its sabbaths while they dwell upon it, and they shall know the jubilee year.

God's rhythm of rest reaches beyond the week: the land itself is to keep sabbaths, and years as well as days are ordered around His release.
