Given by: the angel of the presence to Moses on Sinai, recounting God's renewed blessing on Noah after the flood. Given to: Israel, reminded that the mandate to fill the earth is joined to the calling to bless it.

In a world newly emptied by the flood, the command to increase was survival and hope; yet the added charge to 'be a blessing' set Israel's vocation apart from mere expansion — the earth was to be filled with good.

'And you, increase ye and multiply upon the earth, and become many upon it, and be a blessing upon it. The fear of you and the dread of you I will inspire in everything that is on earth and in the sea.

God renews to Noah the first commission: increase, multiply, and — more than merely filling the earth — be a blessing upon it.
