Given by: A voice from heaven — God calling His own. Given to: God's people residing within the corrupt world-system.

'Babylon' draws on the Old Testament city of exile and idolatry as a cipher for Rome and every corrupt world-system that seduces God's people through luxury, commerce, and immorality.

And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues.

Heaven commands total separation: come out of her, my people, lest you share in her sins and receive of her plagues.
