Given by: God, by the voice that answers the souls under the altar. Given to: The martyred souls in heaven — and by extension all who cry 'How long?'.

Souls under the altar evoke sacrificial blood poured at the altar's base (Leviticus 4:7) — martyrdom is pictured as an offering whose vindication awaits God's timing.

And white robes were given unto every one of them; and it was said unto them, that they should rest yet for a little season, until their fellowservants also and their brethren, that should be killed as they were, should be fulfilled.

The martyrs crying for vindication receive white robes and a command: rest yet for a little season, until the number of their fellow servants is fulfilled.
