The dispersion of Israel among the nations was ordinarily read as judgement; Tobit's canticle finds within it a hidden purpose — the spreading of the knowledge of God beyond the land.

Because he hath therefore scattered you among the Gentiles, who know not him, that you may declare his wonderful works

You were scattered among the nations for a purpose — to declare God's wonderful works to those who do not know Him.
