Given by: the inspired teacher, in Solomon's voice, contrasting Egypt's cruelty with the mercy shown to Israel. Given to: God's people, as a warning drawn from history. This is a warning against the sin of inhospitality.

Written for Jews in a world where hospitality to the traveller was a sacred obligation, the passage names the betrayal of that duty — welcoming guests only to oppress them — as an especially detestable evil.

For they exercised a more detestable inhospitality than any: others indeed received not strangers unknown to them, but these brought their guests into bondage that had deserved well of them.

A grave sin is named: the inhospitality that mistreats the stranger and enslaves the very guests who had deserved well.
